Tooling pass — Biome, Knip, Zustand, TanStack Query, and three backfilled weekly entries

Cleaned up the dev toolchain (added Biome + Knip alongside ESLint/Prettier), introduced Zustand for cmdk/mobile-nav state, wrapped the admin/weekly form in TanStack Query, purged ~14 dead files + ~1k LOC via Knip, refreshed the architecture map with a new client-state diagram, and backfilled three earlier weekly entries (W11, W12, W17) that never made it to the site.
